Akazi muri UMSOM-IHV : Imyanya 4 (Continuous quality improvement advisor, Strategic information advisor, Clinical associate na Program accountant)
 
CONTEXT
 
The Institute of Human Virology of the University Of Maryland School Of Medicine (UMSOM-IHV) has received a five year funding from Centers for Disease Control and Prevention (CDC) through the Partnership for Advanced Clinical Mentorship (PACME) Project. The goal of UMSOM-IHV is to work with the MOH, RBC/IHDPC/HIV Unit and other national organizations for capacity building in the area of HIV and AIDS and other Public Health problems.
Under this project, there are different positions to be filled :
 
1. CONTINUOS QUALITY IMPROVEMENT ADVISOR:ONE POSITION
 
Job Description : Continuous Quality Improvement Advisor
Direct Supervisor : Program Director
Location : Kigali
Remuneration : Attractive and competitive package
Start Date : Immediately
 
The Continuous Quality Improvement Advisor will :
i.    Support the strengthening of linkages between IHDPC, Decentralization and Integration Unit with other program units to foster quality improvement in health services.
ii.  Assist IHDPC in implementation of Quality Improvement activities complementing the Integrated Formative Supervision system and facilitate the monitoring and evaluation activities by working collaboratively with other implementing partners, MOH and CDC-Rwanda.
iii.Support MoH in designing operational research activities aimed at evaluating the impact of public health interventions.
iv. Support both transitioned and non- transitioned sites to develop Quality Improvements work plans, STOCs and evaluate them regularly.
v.   In collaboration with multidisciplinary team, CQI Advisor will maintain current knowledge of HIV/AIDS patient’s standard of care at the health facilities, through organization of regular didactic sessions, mortality reviews, case reviews, presentations or trainings during mentorship trip to district Hospitals.
vi. This staff person should have significant previous experience and technical knowledge of quality improvement, monitoring and evaluation, and program management of public health programs involving various agencies and partners.
 
Requirements :
 
The candidate should have at least the following :
·       Degree in statistics, Medicine, Public Health or related field
·       At least 5 year experience in resource limited health care delivery or administration,
·       Experience work with health facilities in resource limited settings
·       Must be fluent in English or French.
·       Knowledge of two languages is an added value.
·       Demonstrated knowledge of synthesizing information and presentation, knowledge of evaluation designs in HIV programs.
·       Previous experience in supporting ministries of health in quality assurance/ improvement initiatives .
·       Demonstrated knowledge in HIV is highly encouraged
·       Knowledge of SPSS, STATA, Excel, Access, Epi info and spreadsheet application
·       Demonstrated ability to apply evaluation data into clinical activities
 
Other Skills :
Knowledge of HIV/AIDS
Understanding of challenges related to care and treatment delivery in the local context
Ability to interact proactively with health facility and Capacity Building Team
Self-motivated, team player with the ability to delegate
 
2. STRATEGIC INFORMATION ADVISOR :ONE POSITION
Job Description : Strategic Information Advisor
Direct Supervisor : Program Director
Location : Kigali
Remuneration : Attractive and competitive package
Start Date : Immediately
 
PRIMARY FUNCTION : Strategic Information Advisor will work closely with the Decentralization and Integration Unit and CDC to review and expand existing systems and adapt them as necessary to provide the most reliable feedback and information that will serve as the platform for system improvement.
Strategic Information Advisor will :
i.                 Provide critical M and E expertise and support towards long term, quality driven, outcomes oriented evaluation of the program and facilities supported.
ii.               Ensure that adequate use is made of the data generated and monitored on this project.
iii.             Support DIU to review monthly TRACnet /Open EMR/IQ chart reports from health facilities and provides guidance and recommendations related to tracked indicators and outcomes.
iv.             In collaboration with Deputy Program Director will support project reports especially in MEMS system
v.               In collaboration with multidisciplinary team will mentor sites on data demand and information use.
 
Requirements :
·       Degree in Nursing, Public Health or Demography.
·       At least 5 year experience in health care delivery in Rwanda.
·       Experience with using HMIS/IQChart/Open -MRS
·       Must be fluent in English and/or French.
·       Knowledge of two languages is an added value.
·       Demonstrated knowledge of synthesizing information and presentation.
·       Previous experience in supporting facilities in data management
·       Demonstrated knowledge in HIV is highly encouraged.
·       Knowledge of SPSS, Excel, Access, Epi info and spreadsheet application.
·       Demonstrated ability to apply evaluation data into clinical activities.

3. CLINICAL ASSOCIATE :TWO POSITIONS
Job Description : Clinical Associates
Direct Supervisor : Program Director
Location : Kigali
Remuneration : Attractive and competitive package
Start Date : Immediately
 
PRIMARY FUNCTION : The Clinical Associate will be responsible for planning and coordinating all clinical activities required to execute the delivery of the HIV/AIDS treatment, training and care program to 76 transitioned sites.
The clinical Associate will :
i.       Support the multidisciplinary mentoring team in providing onsite hands-on CQI, clinical mentoring and technical assistance for local mentors for transitioned sites.
ii.     Ssupport district hospitals’ mentoring teams so that they can effectively mentor nurses in task shifting while maintaining quality of care.
iii.   Support LPTFs in the optimal use of available resources including ARVs, diagnostics and treatments for opportunistic infections and direct management of HIV positive patients at site level.
iv.   Carry out needs assessment both technical and programmatic at LPTF and offers solutions in line with UMSOM-IHV organizational goals and objectives with full support from program area leads.
v.     In collaboration with multidisciplinary team, clinical associates will also maintain current knowledge of HIV/AIDS patient’s standard of care at the health facilities, through organization of regular didactic sessions, mortality reviews, case reviews, presentations or trainings during mentorship trip to district Hospitals.
vi.   Participate in quality of care assessment/evaluations in collaboration with CQI specialist and pray an instrumental role in quality improvement strategies and their follow-up and monitoring (improving program results, systematic chart reviews, mortality reviews, patient level outcomes, small test of change).
vii. Follow up on training needs for LPTFs and participation in meetings of committees like Therapeutic Drug Committee (TDC), Project Management Team (PMT), and Infection Control Team (ICT) etc, geared towards meeting overall grant objectives.
viii.                   Monthly reporting of all activities carried out at LPTF, representation in meetings and related activities as designated.
ix.   Participate in all desk time related activities including making presentations, research related agenda and abstract writing.
 Requirements :
- Degree of general medicine
- Previous experience in provision of HIV care and treatment
- At least 3 to 5 years of relevant professional experience
- Experience working for USG and other international donor funded projects
- Experience in organizing a comprehensive management of patients living with HIV trainings.
- Excellent writing, computer, management and organizational skills.
- Strong interpersonal skills and communication skills, initiative, and good judgment
- Fluent in English, French a plus
 
Other Requirements :
- As requested by MOH/IHDPC assist in the training health care workers on as need basis.
- Will regularly participate in different TWGs and provide onsite technical assistance when it may be required.
- Participate in central clinical training and follow-ups as needed.
- Other technical duties as may be needed
 
4 . PROGRAM ACCOUNTANT : ONE POSITION
Job Description : Program Accountant
Direct Supervisor : Deputy Program Director/Operations
Location : Kigali
Remuneration : Attractive and competitive package
Start Date : Immediately
 
RESPONSIBILITIES :
The Program Accountant will :
·       Verify and ensure accuracy of transactions and uniform application of policies, procedures, and acceptable standards.
·       Monitor disbursements, reimbursements and retirements of funds to adhere to organization policies and procedures.
·       Timely payments of vendors by ensuring accuracy of transactions
·       Ensure that donor grant reporting and compliance regulations are met.
·       Examines and ensure integrity/reliability of the University accounting software.
·       Monitor assigned budgetary transactions for various grants
·       Monitor monthly and quarterly budget to ensure expenditures are in line with budget line items
·       Prepare and submit monthly, quarterly and annual financial reports in a timely manner
·       Put in place internal controls to manage expenditure.
·       Updated asset register on regular basis
·       In collaboration with Deputy Program Director , prepare monthly, quarterly and annual financial forecasting for program activities
·       Actively participate in COP development process.
·       Compile and analyze financial information to prepare financial statements including monthly and annual accounts
·       Ensure financial records are maintained in compliance with accepted policies and procedures
·       Ensure all financial reporting deadlines are met
·       Prepare financial management reports
·       Ensure accurate and timely monthly, quarterly and year end close
·       Establish and monitor the implementation and maintenance of accounting control procedures
·       Resolve accounting discrepancies and irregularities
 
REQUIREMENTS :
 
·       Bachelor’s degree in accounting, MBA and professional accountant certificate is an added value.
·       At least 5 years working experience in recognized financial, government or non-governmental institutions with good track record.
·       Good knowledge and the use of QuickBooks accounting soft ware.
·       Experience working for USG and other international donor funded projects
·       Excellent writing, computer, management and organizational skills.
·       Strong interpersonal skills and communication skills, initiative, and good judgment
·       Must be fluent in English or French.
·       Knowledge of two languages is an added value.
